According to orden feniksa, the release date for Harry Potter and the Deathly Hallows has been changed from November 18th to November 19th (starting at 9am) in the following countries: Republic of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyz Republic, Moldova, Russian Federation, Tajikistan, Uzbekistan, Ukraine, Latvia, Lithuania and Estonia.

They say the reason for this is to prevent piracy and they received the news from Warner Bros. International Russia and Caro Premier.  A rough translation is below:

Taking into account the disposal of studio Warner Bros. Pictures of the simultaneous start of the movie” Harry Potter and the Deathly Hallows. PART 1 “worldwide Nov. 19, 2010 and the pursuit of most severe measures to combat piracy …”

This has not been totally confirmed by WB in the US, but I will let you know if this is not true.  I am looking into this now.
